Frances Perkins, 1931
front Underwood and Underwood photograph of Frances Perkins, dated 11/13/31 on the back. Typed label on back: "CONDITIONS DEMAND 6-HOUR DAY, SHE DECLARES / NEW YORK CITY -- Frances Perkins, State Industrial Commissioner, who declared that employment conditions in New York State virtually demand establishment of a six-hour working day or a five-day week. In a lengthy statement concerning payroll figures for the last month Miss Perkins include[s] the entire country in her suggested remedy of shortened working time."
